Stair Runner help. 2 diff width treads. How wide to make carpeting?

We are removing the ugly carpeting that completely covers our stair treads, taking up the treads and sanding/staining them before replacing them. Because of our large dog, we chose to cover each step with carpeting. Not a full runner, but a piece of rug cut and tacked to each step. The problem is, the top steps have a wall on both sides, while the bottom 4 are open on one side (except the railing) I have struggled with how the carpeting should be cut and tacked. Should they be the same width all of the way down, or wider on the bottom 4 which doesn't look right. If they are the same width all of the way down, won't it look funny with all of the extra space between the carpet and the railing? How would you do this if it was your project? Thanks!
