Short answer, yes it is. But you'd need a cool light place to bring the plants on and you'd need to harden them off before setting them out.

I see posts in Pinterest all the time with that, they have one pot in the ground and then another pot with the plant so there is no digging it out.

I don't know how practical that pot in pot technique would be in reality. You have to dig a hole to put the pot in anyway and then leave it, presumably all winter. By the time you get to putting the second pot in it I would imagine it would have quite a bit of mulch and debris in it. IMO clearing that out of each pot would take as much effort as digging a hole from scratch when you need it. I use something similar to change the displays in my window boxes, but I never use a second empty pot in the soil. I just always have a pot of something in the hole.

Why would you have to leave it empty all winter? You put a pot of something that likes the cold temperatures. BUT I am a southerner so I don't know if it gets too cold for anything to survive during your winters.

heruga is in 7a so I assumed, perhaps wrongly, that nothing in a pot would survive over winter in the spot earmarked for the tazettas. As I said, I use the buried pot technique for changing displays but I do have another plant in a pot in the same spot all winter. At the moment there are dwarf conifers in my window boxes but in a day or two there will be daffodils. But in that case there is no purpose to the empty pot. You just swap one pot for another in the same hole.
