New to Gardening

Growing potatoes. Need help!

So I am growing some potato plants in trash cans and ones of the plants is growing extremely well but the other plants in the can aren't growing as well. I need to start hilling and adding more soiling for the potatoes to start to grow but not all the planet are as tall. What should I do?
