Rust, spider mites, or just ugly?

Have a sparsely leafed Plastic Pink rooted cutting, with some problems. I've had it since November and it's always seemed reluctant to put oomph into growing. But now it has some new curly leaves, and one new little leaf with some bronzing. I've been over every square inch with a magnifying glass and can't find bugs- but last night was my bi-weekly neem oil spray anyway. I know it's too big for it's container and plan to address that next month. (I pot in pine bark fines, Miracle Grow and perlite 5:1:1. Fertilize with Foliage Pro and Protekt, and water only when plants are completely dry- then carefully.)

Let me know what you think this might be and also if I need to isolate. Thanks for your help.
