Foxtail lilies - Eremurus - are not really lilies at all but fleshy rooted perennials. They like an open, very sunny position and very well drained, almost dry, soils. If they are hardy for your zone, new growth showing should not be an issue, although a light mulch of dried leaves or straw can prevent cold damage to any foliage should you get any more sharp freezes.
