Wow that's unusual since they are so invasive they will usually sprout on even the most unforgiving ground. I suspect it is the lack of light and the "airtight" container that is the problem. Some air circulation is needed to prevent molding and light exposure is required. Make sure they aren't blocked from the light. Check out the FAQ here on "the baggie method".

I had no trouble getting moringa to germinate a few weeks back... I don't remember even soaking the seeds...If I did it was for a few minutes. I simply put them on a wet paper towel in a Tupperware container and set by a window.

Can you try pulling back the shell on one and see if you have luck?
