All size of branches root, it's mostly a enviromental thing. The only thing I come up with, is that the more woody the branch is, the longer it takes. It still always a gamble.

What comes to branching, if it doesnt start branching out from the height you want it to, I'll suggest you snip the tip off and let the top new shoot become the leader. You can guide the lower shoots with wire, if you like.

I personally look at my trees as big bonsais and shape them at early stages.

This is just how I do it, and are going do with my newer plants when they grow. I prefer estethic trees rather than productive trees(well, productive citruses in Finland are pretty rare..), and I'm sure others here have better ideas what you should do to maximize fruit production for later on.

Your answer was perfect and I am perfectly happy to wait for fruit or get less fruit if it means a prettier tree.

If the branch roots, is it possible that it will continue to grow in height? I was hoping I could just keep cutting off side shoots until it gets even taller. If not, I'll make a branch into a leader as you suggested.

If you manage to root the branch, it will grow in height, obviously. I just meant that IF it doesnt start branching out at the height you'd like it to do so, THEN I would do the pruning.

And vice versa, you can prune off all branches that are too low to your taste to get rid of bushiness. Just make sure the cutting has settled good enough.

And oh, dont be in rush with pruning and shaping, let the tree grow for a good year or two before doing anything except pinching off unwanted sidebranches. You wont need any pruners or scissors, just pinch them off with your nails when they emerge. Make sure you have clean hands.
