White flowers next to the boxwoods? Is there a zone 5 hardy perennial substitute if annual?

I believe they are double impatiens ( aka rosebud impatiens). They are usually treated as annuals except in the mildest climates and are usually planted in shade to part shade. Your best bet would be to talk to your local nurseries for suggestions about which perennials are hardy in your area.

Candy Tuft is a great low-growing white flower blooming perennial... for sun though.
