Yes. In fact the basic purpose of a bulb is to enable the plant to live more than one growing season, so it's not usual for bulbous plants to be ephemeral.

Maybe the confusion arises from things which need winter chill and are therefore treated as annuals in warmer climates. But they are still botanically perennial.

Brodiaea in particular naturalize very easily when happily sited, so a few bulbs one year will result in an entire colony down the road!!
