Rose seeds need to be stratified, that is kept in cold for a few weeks to mimic a winter season. They may begin to germinate in the cold, but not always. Then you remove them from the fridge and plant them in seed starting soil. Some people do this outside, but if you live in a cold zone, you can do it inside. I've been using a grow light and a heat mat, as you do with other seedlings and it's working.
