Insect Eggs? I have no idea what this is

Found many "mounds" at the edge of my garage where the concrete ends and driveway pavement begins. Looks like small mounds of dirt/waste and each mound had 3-4 small egg like pebbles. They were very hard and did not break while I scooped them up with a garden spade. When I scooped up the mounds, they left a dark circle mark on the concrete. There were many of the mounds spread all along the length of the garage entrance as you will be able to tell by the dark circles left as can be seen in one of the pictures. I can't imagine how an insect would lay eggs right on concrete in the middle of New England winter where this whole week the temperature has been hovering around 32 degrees freezing. How can anything survive in that setting?
