If it were mine, I would leave it for a year. Tiger Eyes will sucker some, so I'd wait to see how it looks this year once it leafs out and let it store some energy in the roots. Then next year or when it shows a sucker or buds low down, I'd cut it down low. It looks like perhaps there was some mechanical damage that partly killed stems rather than the fungus as the cause of the damage.

yes.. see how it leafs out.. with this type of shrub.. life is all in the suckering roots ...which are probably hard to kill ... unless they were all new plantings last year ... little more facts might help ....

if it leafs from the roots.. or down low.. prune out the uglies ....

is it under warranty??? .. if so.. why not return it ...

Planted too deep? Otherwise it's consistent to get better growth from new tree and shrub plantings if these are mulched.
