Some just take longer than others to germinate based on variety and the age of the seed. And some can take especially long to germinate at a low-ish temp like 70*F.

you can put your soil/perlite mix in a plastic freezer container, soil not too wet, add the seeds and slide the container into a zip bag. place the bag on top of your water heater and check for sprouts after 3-4 days … they don't need light to germinate, but once they sprout, they do need light ...

Just be careful that you don't cook your seeds. Too much heat is probably worse and if you are not monitoring it, you could easily kill the seed. It doesn't take much to go from 70 to 80. Setting a container on top of a cable box is probably enough.

Okay. I found a place that was exactly 84℉ and replanted six more in same soil etc. that gave me good jalapenos. It has been 21 days and no germination of the free gift seed. I have 11 more seed. What should I try next?

If you cannot find another source, I would be willing to send you some Numex Twilights and possibly some Bolivian Rainbow. I have planted both this spring and all are doing well.

You could also try the damp paper towel in a baggie method, but I have had poor luck with that method. Others swear by it. Just do a search for more info on that.
