When to thin ageratum and other seedlings

I would like guidance on when to thin seedlings in pods or trays (and if there might be a difference). These are tall blue ageratum, which are very delicate. I will use embroidery scissors to snip. But when, and how many? It is amazing to me that these tiny wisps grow up to become almost shrub like. Last year's were as big as the hydrangeas and are still holding their own against the 24 inches of snow dumped last week. I loved them so much I'm making them my main annual this year.
