I'm about 50 miles north of Harrisburg. I usually start my seeds around April 1st. This year I started mid March. Tomatoes are about 3". The reason I started earlier this year is because of my eggplant and most pepper varieties are slower to germinate. I started leaf lettuce mid January and it is ready to cut. Previous years I put a heating pad under my seeds and kept the soil app. 80 degrees. This did help the tomato seeds germinate faster. My steps are

1. I got a window sill pot from Lowes app 24"x 6"x6"

2. I use Miracle Gro potting mix

3. Plant seeds and mist the top with spray bottle

4. At each of the 4 corners (on bottom tray) is a hole, put water in here

5. Put saran wrap over top to keep moist remove when seeds sprout

6. My room is 70-72 degrees so didn't use heating pad this year

7. I use 4' shop lights 1-3" above seedlings/plants

8. One light is T12 3100K? other T8 6500K have used T8 5000K The T8 lights are brighter and IMO grow better.

Maybe try T5 or LED next time
