Ravenna Grass Removal

I've inherited elaborate, albeit abandoned landscaping which includes several enourmous Ravenna Grass(?) plants in a rock bed with deteriorated landscaping cloth - so I'm pretty sure they're spreading. The leaves/blades are sharp when it's green and hauling all the dry stuff away in the fall is obnoxious - it's like having hay bales of the stuff and the town doesn't know whether to use the leaf vacuum, or the chipper and usually just leave it.

I've tried to dig out some smaller ones... and broke my shovel. Do you have any advice on getting rid of these plants? Or at a bare minimum, controlling them? Thank you!!!
