Maple- Cut Leaf Japanese... Pest ID

I'm trying to ID this insect, and how to deal with them.
In the photo- seems to be eggs. Some hatched with holes in them others no holes.
Today I found a similar one on a fresh leaf (April).
I looked at it under little hand-held botanical microscope and saw legs on the one that I found on the newly opening leaf in April.
