Is this root rot?

Long story short, I transplanted an indoor cutting from my larger meyer lemon tree into a container that was too large (I know, classic newbie mistake), and almost a month later the leaves started drying up (without falling off) along with the top of the stem/trunk (the cutting hadn't branched out yet).

When I dug up the cutting up last weekend, most of its large root mass was gone and the roots were doing what you see in the picture; an outer "casing" comes off leaving behind a thin non-brittle "thread".

Is it root rot? I read that root rot is usually accompanied by a bad odor and mushy roots, but the roots didn't smell and they weren't mushy.
