Any allium should have a definite oniony or garlicy smell. If not, do not eat them, until you find out what they actually are. Some of the bulbs are deadly.

They could possibly be one of the small tulip species, too crowded and too deep to actually bloom. The bulbs already have a nice tunic; so perhaps you could dig a bunch right now and cure them with the stems attached (I do that very thing with my red Appeldoorns pretty quickly after the petals have fallen). Cure them with the stems and leaves attached, if at all possible for best results.

Then plant them back into a prepared and refertilized new bed at a more proper depth and spacing this fall and see what you get. Some of the species tulips are a real delight and perennialize pretty well.

BTW tulips if left in place can dig themselves in quite deep. I have heard of as much as 18"! So your long stems are not really out of place for that group since it has probably not been dug in a long time.
