Neither a wasp or a biting fly, but one of the various hover, or syrphid flies (Syrphidae family). Considered beneficial, some eat pest insects.

Hover fly larvae feed on aphids, whitefly, and other tiny small bodied insects. The adults feed on pollen and nectar, the females require it to develop eggs.

I am always very happy to see these in my gardens.

What are you trying to catch in the sticky traps?

Oh dear I feel so badly now. I had put out the traps (with the scent lure it came with) for flea beetles. They were bad last year and I've been seeing a few already, along with so many other beetles. So far, I've mostly gotten flies and fruit flies. One crane fly or two. But, no beetles.
