Older blue fescue

My blue fescue has been in the same spot for probably 7 years. The clump has a lot of solid-ish dry grass on the bottom, the mound being several inches high before nice blue 'leaves top it off. It looks kind of OK but needs attention. What shall I do to revitalize it?
