small brown spots and tiny black bugs?!

Hi everyone,

So I freaked out this evening when I looked at my crape myrtle it appeared to suddenly have pretty severe damage and wilt! The closer I looked I found small brown/tan spots all over and looking even closer found tiny black bugs that SEEMS to be the culprit. I have never witnessed this before. It's affecting my surrounding trees/shrubs as well, but sadly, the myrtle is the worst. Please help! :( I've attached photos I just took with my phone, so they might not be the absolute best quality.

Any and all help would be greatly appreciated, thanks!

That is
a Flea Beetle they are less than an eight inch long and chew holes in plants
about the same size. I’ve been able to
control them, but they usually come back.
However, I don’t use the stronger pesticides, only neem and melathion.

Are those dots possibly anthracnose? Search for that word and check images to see if they are the same. I had to pull out a few of my plants (cucumber, tomato plants) that were infected.
