Do they move? They look a bit like the dreaded red lily beetle hiding nose first in the leaf axils but can't see them clearly enough to be certain.

Yes it looks like a lily beetle to me. I found lily beetles on my lilies when they were only 2 or 3 inches high.

That is awfully perfect placement if they are lily beetles. Have they moved? They could be aerial bulbils forming.

I think these are the little bulbs that some lilies make. You can plant them for more lilies.
