Fescue is a cool season grass so moving it now is a good idea - will still give it time to settle in before the heat of summer pushes it into dormancy. This grass is fully evergreen in my area (or should I say everblue?) so never gets cut back - only groomed or combed each spring to remove any of the dead foliage, which pulls out very easily.

If you were to cut them back, it should have been done earlier, before the plant started active growth. I would leave them for now, just grooming as necessary and wait to cut back - if needed or desired - until next March or early April.
