New Meyer lemon tree infestation

Hello all, so I am super new to this website. I recently purchased a Meyer lemon tree about a week ago, it came in healthy and full of flower buds. Now a week later the sun has been out (I live in zone 8) something is eating up the leaves like crazy :( Otherwise it is a healthy plant, I water it when needed. I have no prior experience with caring for a citrus tree, I'm just worried these little bugs whatever they may be..may end up sucking the life out of my tree. Details on the tree: age is unknown, purchased it from a nursery, came without any bugs, about 24" tall, is in bush form, the edges of the leaves look like they are being chewed and some are oddly shaped leafs, or have holes in them. I see webbings here and there across branches.

So today after seeing how horrible the leaves looked, I directly sprayed the tree down with neem oil I ordered from Amazon. Not sure if this will work. Can anyone help me? Any tips would be appreciated for this newbie :)
