Probably.... but first you need to consider why it is not flowering and address that. Things to consider:

- are you pruning it? It NEEDS to be pruned to develop mature wood that will flower.

- what hardiness zone are you in? Is it winter-hardy there?

- how much sun is it getting? It needs full sun.

- is it a grafted plant? If so, has it ever been cut down so far that the grafted portion was cut off? If so, what is growing is likely from the rootstock - which is likely a seed-grown plant that may have inferior flowers and/or may take many years to mature enough to bloom. If it was a grafted plant, do any of those three stems originate below the graft union? If so, remove them.

- is it a seed-grown plant? If so, see previous comment re seed-grown rootstock. If you want to continue to grow a seed-grown plant in hopes of getting a good one, be prepared to wait longer for flowers. Prune a lot to encourage the development of flowering wood.

I had one in SLC that never bloomed in 11 years. I think it came from some local nursery. Common annuals thrived all around it. I like them myself. Some of us get a stubborn plant occasionally.
