Should I fertilize my Peppers?

I have seen some changes in a couple of my pepper plants (turning green or new growth is green). All of them are a bit taller. They are still small and yellow. I don't think I'd be concerned but for more rain coming.

This is a new bed amended overwinter with copious amounts of leaves and leaf mold. It is now mulched with hay. The soil is still wet, too.

Pull the mulch and spread some fertilizer (before it rains)?

I seem to be thinking that it would have been better to wait for them to get a little bit bigger before planting out. (I think I planted not long before the flooding) The tomatoes are doing much better than the peppers.
