Little red bugs on Lillies

Hello - I get these bugs on Lillies early summer. They pretty much eat the leaves and really affects the growth of the tree. I've seen this bug and some little lady-bug like critter on it. I'm not sure which one is actually responsible.

Can you guys let me know who is this, what could be the actual cause and the solution?
