I didn't find this at all successful Rouge. In my experience, tulip bulbs like to be treated in a similar fashion to bearded iris and baked all summer, remaining far too dry for a rose's needs. Nearly all of my tulips return in my sandy sunny soil...but it is obvious that any planted in the shade of shrubs simply dwindled and finally vanished within 3 years.

Maybe ignorance is bliss but I never find roses need much water. (Having said that there were some losses of tulips this past season for this location ie some of the reds that I mentioned above. But assuming there arent too many losses, for now I am willing to replant bulbs in the Fall).

I admit to not watering mine...but I have awfully light sandy soil...which tulips love, but roses less so...so probably the shade does them in...but now I am thinking on it, I have had a bunch of 'Vancouver' tulips (cream) under a Harkness climber of the same colour (Perpetually Yours) which have been together for the -past 5/6 years...so perhaps I am talking rubbish (again). And of course, some tulips are more reliable than others.My roses tend to tower above almost all the underplanted stuff because I have thing for enormous ramblers...but tulips are also hanging on near the Scotch burnet roses with a much neater canopy. So yep...talking rubbish.
