My outdoor direct seeded beans sprout between 7-14 days. Anything over 14 days I dig down to check on the seed status. Try planting them shallower and watering less if they are rotting. At first glance I thought your soil looks really soggy and compacted, although the wet bed walls indicate you probably just watered. I would withhold watering, digging down with a finger each day to monitor dry out pace of the bed.

What is the soil condition at ground level under the bed? Clay or impenetrable hardpan? If the growing area/depth is just what is raised above ground level it looks shallow to me. I would add another layer of bed wall over the existing and add additional bed soil to raise the bed and deepen grow room. This may be a project for fall/winter for next year's garden.

thank you for the help! After i scratched the surface to look, plants seemed to just pop up. i dunno if its because the soil warmed up after a cold snap, extra water, or if scratching the surface helped.

our soil is essentially topsoil for at least 2 feet. last year i dug the entire bed a foot down and garden forked it then forked the top for aeration.

Glad your seeds worked their way out! Being in VA I tend to be paranoid about impenetrable clay. Good growing!
