Briggs engine will not rev up

Looking at a 15.5hp Briggs engine (28000) that won't rev up no matter if I manually move the throttle or governor linkage. It can easily be turned by hand, starts easily, but only idles for a few seconds and then stalls.

It was run almost out of oil at least twice. As for compression, on three cycles it builds 30#, then up to 60# and then to 80#. The problem suddenly started.

Any ideas?

Baymee, if it is an OHV- check the valve lift. Or is there a possibility that the muffler has a potato stuck in the end? :)

You're exactly right, Tom. From overheatng, the rocker arm stud unscrewed and the valve was barely being depressed, just enough to "idle". I've seen this on exhaust valves before. Runs great. I serviced this a month ago and I told the owner that they'd have to check the oil before each use. The engine holds 1.25 qts and in one month, it was all gone.
