Hydrangea no leaves

I think my hydrangea is still alive. There are about 15 new shoots coming up, but every single branch is dead looking and has no leaves. I scratched down on a few branches and they are green (blury pic, but you can see the green stripe). So I don't think the branches are completely dead; however they show no signs of getting leaves. They seem really dry too. I sheltered it over the winter with leaves as I have in the past. I live in Utah, zone 6b. It received water from snow and rain throughout the winter/spring and I poured some water in a few times throughout the . I didn't remove the leaves until about May 8th. It is in a location with a bit less sun than years past, but only like 30 minutes less. It is probably 8 years old or possibly older. It was here when we moved in. I had to transplant it into a pot last year because of construction on our house. Last year, while in the pot, was the first year I got it to bloom because I had sheltered it over the winter. Will the branches actually get leaves? Do I cut them all down or wait?
