Canary Date palm tree pods

I am new to caring for palm trees. Recently several of the palm have pods on them that have opened and are displaying lots of tiny balls. Is this the beginning of a new frond (leaf)? Do I cut off the brown pod and continue to let it grow or is it seeds that need to be pruned?

That's not a canary island date (phoenix canariensis). It looks like butia capitata to me. Those are fruit clusters which contain seeds inside. You can cut them off if you'd wish, but doing so may just prompt the palm to produce more. It's just the way nature is.

Butia fruit is rather tasty and highly fragrant. We use it to flavor our kambucha and to make jelly.

Looks like Butia capitata to me too. Also known as Jelly Palm, for obvious reasons.
