Perhaps one of the leafcutter bees.

No, it is a bee, but leafcutters can be ruled out because it has scopae on its hind legs, filled with the bluish pollen from the flowers.

Thanks for your responses. I watched this little bee last month as it worked over the flowers. At one point it was so covered with blue pollen it looked like a little smurf LOL. I started reading up on these solitary bees and made this little housing unit. It is mostly bamboo with a 5/16" opening. Some have been filled in with mud and some are filled by a wasp carrying grass. I'd appreciate any observations.
