Lemom Seedlings not growing

We started some lemon seedlings at our office just as a trial from some really juicy lemons a staff member brought in. These seedlings are now about 3 months old but haven't changed in size or appearance at all in about 7 weeks. They seem to be stunted completely with just two top leaves. Is this expected?
