I think mine is American based on how quickly it bloomed and it bloomed for the first time in the late summer last year. The whoop growth in the photo is at the top of all this. Not a trunk. I guess I was wondering whether I should let this grow to become another woody support branch that will in a later year send off vines that should be kept short for flowering.

I have it on the rear fence and is starting to grow over the fence and even higher.

I've not grown an American type so I'm not sure how different their growth habit might be, but I don't think it would be a good idea to let all that whippy growth run unchecked! Think about what you want the plant to look like as it becomes mature and start pruning now to work towards that look. The American ones are supposed to flower on new growth, so keeping the long whippy stuff pruned back should promote flowering by producing new growth.

I have a native wisteria, and I just shove the twiny stuff out of my way (it's by my deck). I am ashamed to say that I have yet to figure out for sure what it blooms on, but those whippy branches turn woody next year and I will untangle them then, around the time that I prune out the dead stuff. That's what I usually do, and the vine is covered with flowers in the spring, so I guess I'm doing okay. Just keep an eye on those long basal growths - they'll sneak right up through your rose bush.

How about putting some trellis on top of the fence? More space for the Wisteria and more screening of the brick wall.

Thanks for all the suggestions. I would love to put up a trellis but I live in a Home owners association which has strict rules about architectural changes to the fence.

I definitely have to shorten a lot of these that I want to turn woody. Good to know they can still be untangled next year.

You are right I need to control the Wisteria from taking over my rose.
