Sure, it's a bit smaller than ideal this time of year, but if not already done, harden it off and get it outside. You should get pods, just somewhat later in the season. I might be a bit more pessimistic if this was certain varieties of C.chinense or a C.pubescens, but C.annuum seem to be somewhat faster growers/producers on average.

Example: the bellow Jwala pepper was small and sickly until late July 2016 and here it is in early September 2016, where it kept putting out flowers and pods until frost hit later that month.
