It probably is the heat slowing them down/holding them back.

Last year our green beans wouldn't set beans due to heat as best I could figure out, but since I don't grow pole beans, I could be all wrong.

In Oklahoma, beans really are an early or late crop. This article gives reasons they might not produce. It says 85* can cause blossom drop. I always thought it was 90 or 95. Either way, we've hit the heat. I have kept pole beans alive through the heat, and had them produce again in fall. It depends on how much water you want to put on them in July. I'm going to pull up my bush beans and plant cowpeas. I might plant more in fall. The pole beans are on the tomato trellis. If they survive, fine. If not, no biggie.

Yep, if you can't get them in spring, might as well replant for a fall crop.. they will be much better anyway. Isn't gardening fun?

Some beans produce better in the heat. I've had Rattlesnake produce when the temperatures are in the 90s and 100s. Insuk's Wang Kong, on the other hand, must be daylength sensitive and doesn't produce much at all until fall. It is a scarlet runner bean, apparently of tropical origin, as it produces better in heat than most regular old no-name scarlet runner beans, but you still have to deal with the daylength issue.
