Inexpensive Wall Finishes??

I'm moving into an older rental house (1940-ish?) with hideous plaster wall texturing. Not only is it extremely unattractive, but very poorly done. You can see the tape all over the kitchen. Great house, terrible walls. I'm looking for alternatives to update/cover the walls in a small bedroom and the kitchen. Any product suggestion? Maybe an easy plaster?

I have children in the house, and because of lead paint issues, I'm afraid to sand it down. Also, the texturing is extremely raised. I've been given permission to make updates to the house, but at my own expense. So inexpensive is good. HELP.
