Spraying oils during heat waves

Presumably, we're in the middle of a heat wave in Los Angeles; near the coast that means high 70s/low 80s. I've noticed some scale build-up on a few of my trees and would like to spray with either horticultural or neem oil, but I'm worried about scorching the leaves with the higher temperatures. Is it safe to spray in the evening with either of these? Does anyone have suggestions for keeping the scale under control during high temperatures?
