Hydrangea Annabelle Problems

Hello,
I've planted a garden just a bit over a year ago now and am seeing my Annabelle Hydrangea come up for a second time. I live in Zone 4 and the plant is in a spot that gets morning shade and afternoon sun from about 1-4pm.
The plant has blooms, albeit smaller than other hydrangeas I've seen this time of year and I've noticed too that it's awfully small in comparison to its peers as well. Other plants I've seen are lush, full and about a foot or two taller and wider. My plant is relatively healthy looking but sparse and lanky.
Any suggestions as to why? Is it worth a move to a spot with morning sun and afternoon shade? Should I fertilize it and if so, with what and when?
Thanks for your help!!
