It is some sort of fungal organism/mushroom, which are rather common in many potting soils. Not necessarily anything to be concerned about, although I'd remove just for the aesthetics.

If you leave the flower stalk intact after the flowers fade and drop, seed pods will form there. Once they are a dark reddish color, they should be ripe.

Seed pods will only form from a flower.......they cannot just miraculously appear at the root zone!!

No wonder! Come to find out, my mom (this is her plant) has been cutting off the stalk after it flowers each time.
