Dwarf key lime in container problems - over watered? nutrients?

Want to know the best way to correct this key lime tree's problems. Totally new to growing citrus.

Bought this dwarf citrus from Costco in May here in Langley, BC (suburb of Vancouver). Foolishly re-potted it into the ceramic pot that came with the plant (with no drainage hole!)

It lost almost all its leaves before I did some research and re-potted it into a plastic pot with several drainage holes. Used Miracle Gro cactus/palm/citrus soil, and mixed this fertilizer (10-6-9) into the top of the soil.

Since then it has bloomed like crazy but the leaves are still yellowish, curled downward, and no new leaves have grown.

A moisture meter reads "dry" at the top, "moist" at root level, and "wet" at the bottom. It is on a northwest corner balcony and gets full sunlight in the morning and from 3-8 pm.

What do I do to fix it? I'm concerned it's blooming because it's stressed, with no foliage development.
