Do you know what the leaves look like? The vines make me think poison ivy, in which case handle with care.

Yes, you can cut the vines to kill the top growth, but they may not be harming the tree. Usually unless there is a large amount of vines and foliage (in which case the weight may damage the tree) the vines are not a problem for the tree IME. If you decide to cut the vines, you will need to continue to kill back sprouts from the roots as they appear to keep the vines from regrowing.

Ok I'll try to get a picture of the foliage. I'm my last house we had a tree that had a large vine that bloomed very bright red flowers and we loved it, but it eventually choked the tree. So I'm a little weary of vines now

If the leaves in the lower right of the photo are from this vine, it is Virginia creeper, Parthenocissus quinquefolia.

Where are you? The vine with red flowers might have been Campsis which is quite vigorous, far more so than Virginia creeper IME.

Only you can decide if you should cut it down. I don't know where you are or how it grows in your area. In my area it isn't an issue. I would look around to see how it behaves in your area and if trees look like they are overly weighed down by it. It won't choke a tree, but it might be too heavy, especially in areas with ice storms, and it might compete with the tree for light.
