Poor nodulation on crimson clover

This spring I planted crimson clover for the first time. I bought pre-inoculated seed so I wouldn't have to worry about inoculating separately. The cover grew just fine. At the end of the season I pulled up several plants from different areas of my yard and observed the nodules were few, small, and pale green as opposed to red/pink.

If the seeds were innoculated, why was the nodulation so poor? Do these kind of nodules indicate the clover didn't fix any nitrogen?
