Repotting the correct way.

I have this meyer lemon that is pretty root bound in its 7in nursery pot, i want to put it in a pot that is 10in in diameter. I have all the ingredients for a 5-1-1 (pine and spruce bark-perlite-peatmoss). A guy at work told me I should cut a few lines in the roots vertically on the sides of the rootball so it can propagate easily throughout the new pot. Is this a good thing to do and should I do likewise for the bottom? Does the pot look good enough also for draining.
