I would look at the N-P-K numbers on the fertilizer package. N is the first of the 3 numbers, and if it's highest, that is most likely the issue. For future reference, unless you are growing in a pot with potting soil or a soil test has told you that you need fertilizer, for most plants it is as likely to cause problems as help because it may give you too much of something.

My is in a pot. It hasn’t bloomed at all for a month and the dark green leaves look more gray-green than green. If I give up and plant it outdoor, will deer eat it?

It is an outdoor plant, so it likely isn’t getting enough sun indoors, where even the sunniest window has far less light than outside. Don’t know about the deer, but there are deer repellents that you can use.

I grew it last summer - the orange-rusty colored one - and it bloomed heavily all season for me. And it was one of the few flowering plants that the deer did not eat all the flowers off!!
