Garbage soil

I have waited years to plant my figs in the ground. Finally in my forever home, I am having a terrible time. One spot was full of gravel, one spot was solid clay, but today I dug in a spot that had gravel, loose/broken cement, bricks, metal (I don't know what it is but my best guess is a bed frame!), and pink fiberglass insulation. That was all in one hole! Apparently the builders treated the yard as a dumping ground.


I don't want to just move the hole. I spent ages agonizing over where to put each tree and i don't want to bend if i don't have to. And there's no guarantee the next hole will be any better.


I have 2 questions: 1). Is it legal to dump all that garbage in someone's back yard?? 2). Is it safe for me to plant my organic fig trees there? I guess I can't consider it organic, but do any of the things I've found so far raise any alarms to you?


I'd really welcome any guidance.... Thanks in advance!!
