its trifoliate, I assume the shoots are below the graft line, cut them off back to the truck so it doesn't take over/steal nutrients from the scion.

It seems like whoever cared for this tree previously cut the scion off about an inch above what I assume is the graft line, is it possible for this orange tree to recover?

It should be fine. As long as you continue to watch out for and remove any trifoliate rootstock growth.
