Citrus can take several years to produce fruit. Was it producing lemons when you bought it? A picture would help.

If your upstate it may not be getting enough light, how much sun/artificial light does it receive? It also may not be getting the right kind of fertilizer or enough of it, what do you use and how much?

Have you been pruning it? Citrus produce fruit on the new wood, pruning removes the new wood.

this my plant. Sorry for the bad pic. Lol thanks John. It's in a South facing window which gets at least 6 hrs direct light. The fertilizer is one my we got that was made for citrus trees. It gets fed monthly. Thanks for the help and let me know if I need to do anything different.

I do trim the new growth of what looks like new stems with leaves off to keep it smaller. It was not producing flowers or fruit when I got it. I got my step mother one about 2 years before I got mine and hers had flowers a yr after I gave it to her. Same place same size.

And it needs to go outside in summer in my opinion. Need more light.

I agree, the stronger+longer light outside should help. Be sure to do it gradually,tho. Of course, it will need to come inside again for winter.
